The Sovereign Citizen Movement: An Empirical Study on the Rise in Activity, Explanations of Growth, and Policy Prescriptions

Law enforcement officials have yet to determine how many Sovereigns are active in the United States, where they are concentrated, or whether the movement is gaining adherents. This thesis addresses the dearth of information on the Sovereign Citizens Movement. It relies on both quantitative and qualitative research, providing a detailed analysis of 548 court cases. The assessment of the group’s targets, related court vulnerabilities, and relevant statewide statistics can be harnessed into quality policy decisions. This work proves the increasing trend in Sovereign Citizen activities, exposes the gaps in the present literature and domestic terrorism policy, and provides recommendations for prescriptive policy changes across the spectrum of agencies responsible for countering domestic terrorist threats.

The US Treasury Inspector General for Tax Administration Office of Investigation has since the 1990’s investigated various illegal activities that pose a direct threat to the Internal Revenue Service, such as fraudulent sight drafts, bogus liens, and other fictitious financial instruments created by sovereign citizens in an attempt to satisfy legitimate debts. This Fact Sheet explores their role in combating these financial crimes.

US Homeland Security says that Sovereign Citizens have also murdered 32 police officers. In Canada, the RCMP issues the “Terrorism and Violent Extreme Awareness Guide” of extremist groups and their characteristics in Canada, which lists the Freeman on the Land and Sovereign Citizen Movements. In Australia, the New South Wales Police “Counter Terrorism and Special Tactics Command Assessment”  Detective Superintendent John O’Reilly is the commander of the Counter Terrorism and Special Tactics Operation Group for NSW Police estimates there are about 300 sovereign citizens in the state and their numbers are growing.
